Understanding the NDIS

The NDIS, explained in plain language.

How the National Disability Insurance Scheme works, how plans are managed and funded, and how to put your plan to work with a registered provider. No jargon, no assumed knowledge.

The basics

What is the NDIS?

The National Disability Insurance Scheme is an Australian Government programme that provides individualised funding to people under 65 who live with a permanent and significant disability. It is administered by the National Disability Insurance Agency (NDIA).

Instead of one-size-fits-all services, each participant receives their own plan with a funding budget built around their goals and daily needs. You decide what supports you want, when you want them, and who delivers them.

The scheme covers a wide range of disability types, including physical disability, intellectual disability, autism, acquired brain injury, psychosocial disability, and hearing or vision impairment. The key test is not your diagnosis but whether your disability is permanent and significantly impacts your daily life.

Who can access the NDIS?

  • Under 65 at the time of your initial access request
  • An Australian citizen, permanent resident, or Protected Special Category Visa holder
  • Living with a permanent impairment that substantially reduces your functional capacity
  • The NDIS is active in all Australian states and territories
Plan management

Plan-managed, self-managed or agency-managed?

Your NDIS plan includes a budget for the supports you need. You also choose how that budget is managed. Each option gives you a different level of control and flexibility. We work with participants on all three.

Plan managed

Handled for you

A registered plan manager pays your providers, tracks your spending and sends you statements. Your plan includes extra funding to cover the plan manager's fees, so it does not come out of your support budget.

  • Use registered and non-registered providers
  • No invoices to process yourself
  • A popular choice for people new to the NDIS
Self managed

Maximum flexibility

You pay providers directly from your NDIS funding and claim reimbursement through the myplace portal. You take on the administration, and in return you get the widest choice of providers and pricing.

  • Full provider choice, including non-registered providers
  • You negotiate pricing directly
  • Requires record-keeping and bookkeeping
Agency managed

NDIA pays directly

The NDIA pays your registered providers directly from your plan budget, so you do not handle money or paperwork. As a registered provider, we can deliver all of our services under this arrangement.

  • NDIS-registered providers only
  • No paperwork required from you
  • Prices set by the NDIS Pricing Arrangements

How NDIS funding categories work.

Every NDIS plan is divided into three funding categories. Each has its own budget and rules about what it can pay for. Understanding them helps you make the most of your plan.

Core Supports

The most flexible budget. It funds everyday supports such as personal care, household tasks, community participation and transport. In most cases you can move funds between Core sub-categories as your needs change. Most of our hands-on support is funded here.

Capacity Building

Funds supports that build your skills and independence over time, including support coordination, improved living arrangements and employment supports. Unlike Core, funds stay within each sub-category and cannot be moved between them.

Capital Supports

Funds higher-cost items that last over time, such as assistive technology and Specialist Disability Accommodation. Each item needs NDIA approval through a quote and assessment process before purchase.

Documents that help us get started faster

  • Your current NDIS plan or plan summary
  • Your NDIS participant number (printed on all plan documents)
  • Your plan manager's contact details, if plan-managed
  • Any existing support plans, behaviour support plans or clinical assessments
  • Emergency contacts and any support worker matching preferences (gender, language, cultural background)
New to the NDIS?

Applying for the first time.

If you are not yet an NDIS participant, you can apply by submitting an Access Request Form to the NDIA. Your GP, specialist or allied health professional can provide supporting documentation confirming your disability and its impact on daily life.

Once approved, you will have a planning meeting with an NDIS planner or Local Area Coordinator to set your goals and budget. We are happy to help you prepare for that meeting.

Visit the NDIS website or call the NDIA on 1800 800 110 for official information on applying.

Key terms

NDIS glossary.

Plain-English definitions for the terms you will come across most often as a participant or carer.

NDIS and NDIA
The NDIS (National Disability Insurance Scheme) is the Australian Government programme that funds supports for people with permanent and significant disability. The NDIA (National Disability Insurance Agency) is the government body that administers it, approves access, sets plans and handles claims.
Participant
A person who has been approved for NDIS funding and has an active NDIS plan.
NDIS Plan
A personalised document that lists your goals and the funding allocated to each support category. Plans are reviewed regularly, or earlier if your needs change significantly.
Local Area Coordinator (LAC)
Funded by the NDIA, a LAC helps people access the NDIS, build a plan and connect with mainstream and community services. Distinct from a support coordinator.
Support Coordinator
A professional funded through your Capacity Building budget who helps you implement your NDIS plan, connect with providers and prepare for plan reviews. Specialist support coordinators work with participants who have complex needs or multiple systems involved.
Core Supports
The most flexible NDIS budget category, covering daily activities, consumables, social participation and transport.
Capacity Building
The budget category for supports that build your skills and independence over time. Less flexible than Core, funds stay within each sub-category.
Capital Supports
The budget category for high-cost, one-off items such as assistive technology and Specialist Disability Accommodation. Requires NDIA pre-approval.
SIL (Supported Independent Living)
Funded supports provided in a home or shared-living setting to help participants live as independently as possible, up to around the clock.
SDA (Specialist Disability Accommodation)
Purpose-built or highly modified housing for NDIS participants with extreme functional impairment or very high support needs.
Service Agreement
A written agreement between you and a provider that sets out the supports to be delivered, the schedule, the price and the cancellation policy. Agreed before supports begin.
Reasonable and Necessary
The NDIS test for whether a support can be funded. It must be directly related to your disability, represent value for money, and not be the responsibility of another system such as health or education.
Plan Review
A scheduled reassessment of your NDIS plan. You can also request an unscheduled review if your circumstances change significantly.
